- WAPADH added the Communication Services Department to the organization in 2008. Our goal is to enhance communication and communicative opportunities by training individuals to be better communication partners. We believe all individuals have the right to communicate and work to identify and support communication in those who have the most severe communication impairments. WAPADH partners with universities in California, Colorado, and New York to promote communication, AAC, FC, research, speech, and integrated/included education. We advocate for "Best Practice" to be used by all.
